what part of the country are you in better check with you local city but for your footer need to be below the frost line then go to grade with a sub wall then go with your drawf wall

We have a heater for it, but in the winter it can get as cold as 20 degrees Fahrenheit.
I don’t need any information on the quality of picture or anything, just if the tv will be affected by the temperatures.
