What Is The Best Approach To Putting Amtico On Top Of An Electical Heated Floor In A Conservatory?

I am having a conservatory built right now and my preference is for Amtico flooring on top of electrical heating. My heating man says the heating is more efficient with a screed over the top but my builder says a reflective insulater under the heating mat is cheaper and just as good. Who is right? Also, is a screed necessary with Amtico and if so how long will it take to dry out? (I live in Surrey)
