Depends what you mean by inexpensive. My Dad put in a gas burning wood stove that he paid about $350 for with a thermostat so it can maintain a temp. It is really inexpensive to run as it does not use much natural gas, looks great and is really cozy for sitting around.

Okay - here is how you justify it to a squeaky spouse. If you do it the right way rather than just buying an inexpensive space heater that can cause a hazard it will be an investment rather than an expense that will pay you later.
Are the windows glass rather than just screens or vinyl?
if they are - if you add a vent in the ceiling that connects with the heating and cooling of the rest of the house - technically you just instantly added square footage to your townhouse, adding value in case you ever decide to sell.
It will help you get a better return on your money - you will sell at a higher percentage of the listing price or be able to ask for more money entirely than townhouses with the same floor hand. 200 or so extra square feet is 200 extra square feet.
Right now, the room is considered "under roof" but technically not calculated in "living space".
I know a homeowner who did it for minimal cost because he did it himself and had the know how - he basically just paid for the heat register/return grate. But if you don't have the knowhow its not an expensive job for someone to be paid to do it right.
Ad then in addition, you can buy a drape for the window or part of the window even if you only put it up in the winter to further insulate it so you won't have to put the heat on very high. Drapes won't "heat" a room with no heat but it helps keep it in once its there.
So explain to your husband that its an important "upgrade" to your home that will pay you back in the long run. you can leave the door open for extra seating space when you entertain too

It's a shame that you did'nt get "wet" underfloor heating with thermostat before you laid the tiles.
Your next best bet is a blower heater operated by electricity, consumption is about 1000 watts, and plugs into wall socket, it has rapid heat-up and die-down, and is at ground level, as the louvres are pointing downwards. I consider them better than oil-filled type.
I like " decorating dilemma's " answer

Can the room be insulated? How about a wood stove, not only would it heat the room but the rest of the house as well.
