You need to ask the planning department in the council. Most UK councils have surgery days where you can pop along to ask. Personally, i’d write them a letter as i’ve had verbal responses that contradict written ones from them.
As for the lodge, yes you need permission. talk to the forward planning department to see if it stands any chance, then you need to submit outline planning application to the planning department.
Note that planning and forward planning are seperate departments ( are rarely talk to each other ! )

you pretty much need permission and permits to do the tiniest thing.Hell you cant even rip a tag of a matress without permission.But I wont tell and you be suprised what you can get away with.The only thing you dont need a permit for is a structure that can be moved and that has no foundation or electrical,plumbing etc.most of these things require an inspection by law due to specific codes that must be met

The only way to truly know, and just to be safe, is to contact your city council member and ask about permits. This largely depends on where you live.

As regards to the conservatory, it depends on where you live. Where I live I do not need planning permission as long as you put in doors between the room and the conservatory. If you do not put in doors its classed as an extension. But actually building on a room you would need planning permission.
The best thing is to just give your council a call get them to put you through to the planning department and ask them. That way you are in the clear, best to be safe than sorry. Because if you go ahead and they find out, they can make you pull it all down again.

In England and Wales, a conservatory may be “permitted development” and not need planning permission, but this depends on a number of factors too involved to go into here. Size is just one of them – indeed, not just size, but size relative to your house.
The same goes for garden buildings (I assume your “lodge” isn’t going to be a house in its own right), though the rules aren’t quite as complex.
You would do best to have a word with the local planning officer. If he says you are OK, ask him for a bit of chapter and verse, and make a note of it for future reference – to have the answers ready for any queries raised when you sell the house.

Each locality has its own limits as to what requires a permit. In my area, the limit is 250 square feet. So, a small greenhouse or conservatory would not need a permit, in my area. The only real answer is to check the planning/building code in your city/county to find out the limit. A quick call to them will give a definitive answer.
