Your local planning department or the company you choose to fit your conservatory will know.
We have just replaced our conservatory which was quiet small, and replaced it with one which is almost twice the size without planning permision, if it had been twice the size it would have needed planning permision.
The company that took our old one down and then built walls, laid the flooring and then finally installed the conservatory adviced us on planning permision, we decided to go for the slightly smaller version to avoid all complications.</description>

		<description>I seriously don&#039;t think you would need your neighbor&#039;s PERMISSION, after all its your property. But in some instantances, its not a good idea to have your neighbors annoyed with you. Different states have different laws. 
There may be building codes, (you will most definately need a permit) height limits, city ordinances etc.  Do you live in a condo? Townhouse? Is there a Homeowners association you have to answer to? 
Perhaps a good place to start is to check with your city hall?
