		<description>In the USA there are building codes and restrictions in every locality...such as how far from a property line you may build.  I would think Scotland has similar restrictions?</description>

		<description>In many localities in the USA we also have regulations about what percent of your property area can be covered with hard surfaces, roofs or paving.  So permission may depend on the size of your lot and what you have already.  Any legitimate local builder should be able to tell you about permits.  It shouldn&#039;t have anything to do with what your neighbors have or don&#039;t have because theirs might be &quot;grandfathered in&quot; before any new rules or they could have obtained a variance for some reason.</description>
